The Statue of Liberty stands at the centre of the composition, headless, her torch arm gone, rubble heaped at her base. Biplane formations cross a sky of churning orange. The Manhattan skyline burns on the horizon to the right. Designed in two colours, orange-red and black on cream stock, the image works by refusing comfort: this is not a call to heroism but a depiction of what defeat would look like on American soil.

Joseph Pennell (1857-1926) conceived the design on a train journey home from a meeting of the Division of Pictorial Publicity in 1918, sketching the idea into his notebook before reaching his stop. His brief was the Fourth Liberty Loan, a US Treasury bond campaign that opened on 28 September 1918 and needed to raise close to six billion dollars before closing on 19 October. The poster's headline text is drawn verbatim from Lincoln's Gettysburg Address of November 1863, connecting the bond drive to the foundational logic of the Union. Pennell's working method, developed over decades as a lithographer and illustrator in the Whistler tradition, is visible throughout: the flame and smoke are rendered with loose, gestural brushwork that gives the composition a quality closer to industrial reportage than to conventional wartime allegory.

The design was produced in multiple print editions in 1918, including versions by Alco-Gravure Inc. of New York and Ketterlinus of Philadelphia. It is held in the permanent collections of the Metropolitan Museum of Art, the Art Institute of Chicago, the Imperial War Museums London, Yale University Art Gallery, and the Library of Congress, where it was exhibited in 2008 and again in 2017 as part of 'Echoes of the Great War'. This reproduction is printed on 200gsm Enhanced Matte Fine Art Paper using pigment-based archival inks, restored from high-resolution institutional source material. A document that belongs equally to the history of American graphic design and to the history of the First World War.

//cdn.shopify.com/s/files/1/0994/1139/4937/files/Propaganda-Pennell-ThatLibertyShallNotPerish-FourthLibertyLoan-1918.jpg?v=1782033087
